RISK FRONTIER LAB — GLOBAL CENTRAL BANKS · JAPAN The BoJ Says All 9 Regions Are Recovering or Picking Up — and 2 of 9 Were Upgraded Since July. The Bank of Japan's October regional report gave the central bank a surprisingly broad domestic backdrop after its September rate hike. All nine regions described their economies as recovering moderately, picking up or picking up moderately. Two regions — Tohoku and Shikoku — were upgraded from July, while the other seven were unchanged. That matters because the BoJ's normalization case depends on the economy absorbing higher rates without a broad regional rollover. So far, the branch network is not reporting one.

Bank of Japan October 2026 Regional Economic Report. “Positive overall” means recovering or picking up, even where the report notes pockets of weakness. The caveat is that the report also shows where external shocks are entering Japan. Kanto-Koshinetsu explicitly noted weakness partly related to the Middle East situation, while Kyushu-Okinawa cited the 2026 Kumamoto earthquake. The BoJ therefore has a domestic economy that is broadly holding up while imported energy and supply risks remain live. For investors, that combination keeps further normalization plausible but makes the pace conditional: a stronger regional economy supports higher rates, while another oil shock raises imported inflation and can weaken real household purchasing power at the same time.
